I think that we'll need a bit of temporal distance and a LOT of investigative reporting to really understand what effect Project 2025 in general--not even just the videos--has had on staffing. Right now, especially with all of the DOGE mess, it's difficult to know how many employees have been superseded by hires that were recruited and trained by Project 2025. I actually suspect that it's less than we might think; there are only so many appointee positions after all, even given Schedule F.
I think the real problem for the rank and file is that they have no support. Congress has abdicated its duties to ensure the congressionally-created agencies function as intended. So, it takes very few appointees to create severe workplace culture problems. A small office might only need one person who saw the video training to ruin that office's respect for FOIA, if that person is appointed to the right position and has no fear of punishment for not following the law.
